Passenger and freight rail The $1 trillion infrastructure bill recently passed in Congress includes about $66 billion in funds for Amtrak. The nearly 150-year-old Baltimore and Potomac Tunnel is one of Amtrak ' s worst bottlenecks on the well-traveled corridor between Washington and New York. With funding from the recently passed infrastructure bill, Amtrak is planning a $4 billion replacement of the aging tunnel. Western water protection More than $50 billion would be used to weatherize water systems in the West against droughts, floods and wildfires, the White House said. Intake towers for water to enter to generate electricity and provide hydroelectric power stand during low water levels due the western drought on July 19, 2021 at the Hoover Dam on the Colorado River at the Nevada and Arizona state border. The Lake Mead reservoir formed by the Hoover Dam on the Nevada-Arizona border provides water to the Southwest, including nearby Las Vegas as well as Arizona and California, but has remained below full capacity since 1983 due to increased water demand and drought, conditions that are expected to continue.
