Cruise passenger tried to take photos under guest's dress, police say

Authorities say CCTV footage backed a woman's claim that a fellow passenger secretly tried to photograph beneath her dress.

A man was arrested for allegedly trying to take invasive photos of another passenger, including under her dress, without her consent aboard a Royal Caribbean ship.

The female passenger said Matthew Stilwell, 25, attempted to photograph under her clothes with his cell phone three times after following her into an onboard gift shop on May 31, according to an affidavit from the Broward County Sheriff’s Office. Police responded to Port Everglades on June 7 after the incident was reported on the cruise line’s Allure of the Seas.

Court records did not list an attorney for Stilwell. Royal Caribbean Group, the cruise line’s parent company, told USA TODAY that it "immediately notified local law enforcement and supported their investigation."

The victim’s identity was redacted. The ship was sailing an Eastern Caribbean cruise that departed from Fort Lauderdale on May 30, according to CruiseMapper.

CCTV footage corroborated the victim’s account, the affidavit said. Stilwell was charged with three counts of video voyeurism.
